That God I should convey my opinion of Mr. Inglis's fitness for the Office, I have to state that his great knowledge of the Chinese language, coupled with his general zeal and unwearying attention to his duties lead me to view him as one of our most useful civil Officers.
If I had not considered Mr. Mitchell to possess a prior claim for that situation, I should not have hesitated to recommend this Application on the part of Mr. Inglis, with whose merits I have had a thorough acquaintance during the term of his Service under this Government.
